Peers debate terms of meaningful vote on Brexit deal

Ministers criticised the upper house of parliament on Tuesday over its vote to hand parliament powers to block or even delay Brexit, saying the move would tie the government's hands in negotiations with the European Union.

Ministers said this risked "weakening" the UK's hand in negotiations.

'We want to succeed with the United Kingdom, not against the United Kingdom, ' said Mr Barnier, who is on a visit to Ireland and Northern Ireland.

Both sides hope to negotiate the UK's withdrawal agreement by this October in order to give the United Kingdom and European Parliaments enough time to debate and vote on it before the moment of departure.

Ministers face a heavy defeat in the Lords today on a central plank of their Brexit strategy.

"For the promised vote to be meaningful, Parliament would need to have a say on what happens next if the terms are rejected or if there is no deal". The Article 50 process was initiated through legislation.

"I'm afraid it reveals the appalling lengths to which the die-hard Remainers are prepared to go to achieve their aims", he said.

A second defeat in a string of votes on Monday saw peers insist that Parliament should be given a say on the Government's mandate for trade talks with Brussels, while a third was aimed at making sure refugees in Europe would continue to be allowed to join family members in the UK.

Speaking afterwards, he said ministers would consider the implications of the vote.

The amendment also demands that Parliament votes on the final deal by November 30 at the latest.

Theresa May is set for a clash with backbench Brexiteers over plans to water down post-Brexit immigration controls.

"What this amendment would do is weaken the UK's hand in our negotiations with the European Union by giving Parliament unprecedented powers to instruct the government to do anything with regard to the negotiations including trying to keep the United Kingdom in the European Union indefinitely", he said, adding that the government will now consider the implications of the House of Lords' decision.
