The crisis stems from revelations that Cambridge Analytica, a data-mining firm connected to President Donald Trump's successful 2016 campaign, had exploited weaknesses in Facebook's privacy controls to collect personal information about 87 million people without their consent.

Researchers say it's unlikely that Facebook will upset its business model, which allows advertisers to precisely target users, even as the company clamps down on the information it passes to app developers.

"What we found was that bad actors had used co-ordinated networks of fake accounts to interfere in the election: promoting or attacking specific candidates and causes, creating distrust in political institutions, or simply spreading confusion".

His conciliatory tone precedes two days of congressional hearings where Zuckerberg is set to answer questions about Facebook user data being improperly appropriated by a political consultancy and the role the network played in the US 2016 election.

The move is the latest step in Facebook's redemption strategy following the Cambridge Analytica data scandal, in which the shady analytics firm collected data on up to 87 million Facebook users without their explicit consent.
