China accuses USA of 'Cold War mentality' over nuclear policy

"We hope that the United States will abandon its Cold War mentality, earnestly assume its special disarmament responsibilities, correctly understand China's strategic intentions and objectively view China's national defense and military build-up.", the ministry said in the statement posted on its website.

It says Russian Federation and China are rapidly modernizing their nuclear capabilities.

The Trump administration released a Nuclear Posture Review Friday calling for the development of more and smaller tactical nuclear weapons and more options in using them in the face of threats from countries like China, Russia and North Korea.

He noted that the U.S. owns the world's largest nuclear arsenal. In his first state-of-the-union address on Tuesday, US President Donald Trump referred to China and Russian Federation as rivals that challenged US interests, its economy and values, and called for Congress to "fully fund our great military".

The 2018 Nuclear Poster Review released Friday notes the US military will use "tailored deterrence" to prevent aggression and attacks across a spectrum of adversaries.

Both the current president and the Pentagon say the new review treads the fine line between maintaining a nuclear deterrence and encouraging a push for arms control.

China accused the United States of "presumptuous speculation" about China's intentions, and said it has always adopted a restrained attitude towards the development of nuclear weapons and kept its nuclear forces to a minimum.

The review also emphasized the possibility of a nuclear launch to respond to a non-nuclear attack, such as a debilitating cyber attack or one that causes significant damage to United States infrastructure such as the power grid. The 2018 review specifically calls out four countries: Russia, China, North Korea, and Iran, claiming that the United States military needs a "tailored strategy" for each country.

U.S. Deputy Defense Secretary Patrick Shanahan told reporters Friday that the changes provide a "deterrent that is modern and credible".

All of these additions and advancements will slowly raise the cost of nuclear deterrence from 2.7 percent of the Defense Department's budget today to 6.4 percent of the department's budget in 2029.

The Trump administration could explicitly leave open the possibility of nuclear retaliation for major non-nuclear attacks, according to a leaked draft policy document published by the Huffington Post website.
