Bangladesh border guards have reported a surge of more than 11,000 Rohingya refugees crossing into their country from Myanmar on Monday (local time), the United Nations refugee agency says. The campaign will also target residents of older refugee camps that have existed in Bangladesh since the 1990s.

India's Minister for External Affairs (MEA) will be leading the Indian delegation to the fourth JCC that is to be held in Dhaka on October 23.

He said it would be hard for Bangladesh to send back the Rohingya, who have fled the violent "ethnic cleansing" in Rakhine that began once again on August 25, to Myanmar without support from global community.

Hasina said the government was pursuing a plan to build temporary shelters for the Rohingya on an island with the help of global aid agencies whom she praised for their support.

But aid workers are circumspect about how much they can do to protect from epidemics in camps that are bursting at the seams.

NLD lawmaker Win Maung said ahead of the ceremony it would show the world that people of different faiths could live in harmony in Myanmar.
