EPA Administrator Scott Pruitt will end Obama policy regulating greenhouse gas emissions

The Trump administration is making "a wholesale retreat from EPA's legal, scientific and moral obligation to address the threats of climate change", said former Environmental Protection Agency head Gina McCarthy, the architect of Obama's Clean Power Plan. Ending this power grab will uphold the letter of the law and restore cooperative federalism with the states.

The Clean Power Plan was created to cut carbon pollution from the power generation sector by more than 30 percent by 2030 when compared with 2005 levels.

On Thursday, Trump nominated former coal-industry lobbyist Andrew Wheeler to serve as Pruitt's top deputy at EPA - one of several recent political appointees at the agency with direct ties to the fossil fuel interests.

"The Clean Power Plan achieved a thoughtful, balanced approach that gave companies and states considerable flexibility on how best to pursue that goal", said Melissa Lavinson, vice president of federal affairs and policy for PG&E's Pacific Gas and Electric utility.

Climate and health experts say repealing the plan will increase health costs from air pollution and do little to limit greenhouse gas emissions, which the Supreme Court told the EPA to do in a 2007 decision, MA v. EPA. The Obama rule was expected to significantly hurt the coal industry, since coal-fired power plants are the biggest carbon emitters.

"Tomorrow in Washington, D.C., I'll be signing a proposed rule to withdraw the so-called Clean Power Plan of the past administration and thus begin the effort to withdraw that rule", Pruitt said.

"No rules were in effect that limited their emissions of carbon dioxide, the primary driver of global warming".

The latest EPA plans, contained in a 43-page document called "Repeal of Carbon Pollution Emission Guidelines for Existing Stationary Sources", say the agency will appeal for public input on how to cut emissions from power plants. The U.S. Supreme Court issued an unprecedented stay against the rule in early 2016.

The proposed repeal, which was leaked to the press Friday, centers on the argument that the Obama administration exceeded the EPA's authority under the Clean Air Act with the rule. They just would cost more.

"The Clean Power Plan represented an unlawful attempt to transform the nation's power grid. and raise costs on American consumers", said Hal Quinn, president and CEO of the National Mining Association.

The new plan will save an estimated 240 million tons of annual coal production and safeguard more than 27,000 mining jobs and nearly 100,000 additional jobs throughout the supply chain, he said. A leaked copy of the EPA's repeal argues that the usa would save $33 billion by not complying with the regulation, and that it doesn't provide significant health benefits, as the Obama administration claimed.

Pruitt said the rule, enacted in 2015, "was about picking winners and losers".
