The company, along with Microsoft and others, backs the NetHope consortium, which specializes in setting up post-disaster communication networks and has field teams now operating in Puerto Rico and several other Caribbean islands.

In the aftermath of Hurricane Maria, Puerto Rico has struggled to regain communications services. The island, home to almost 3.5 million people, remains crippled by the Category 4 storm that struck last month, which disabled more than 90 percent of Puerto Rico's cell towers and left its communications infrastructure in shambles.

The US Federal Communications Commission said late on Friday it had approved Alphabet Inc's application to provide emergency cellular service to Puerto Rico through balloons.

When the balloons are floating in the air above the correct spot, ground stations send signals up to the balloon and the balloon sends signal down to the ground so people with a mobile phone can connect to the internet.

Cisco Systems has sent a tactical team and says it is working with local government, emergency responders and service providers to facilitate restoration and recovery efforts.
