US Will Talk to N. Korea if it Stops Missile Tests

In a speech at the ASEAN Regional Forum, North Korea's Foreign Minister Ri Yong Ho said that "under no circumstances" would it negotiate away its nuclear weapons, according to a transcript. USA sanctions signed by President Donald Trump a few days earlier also target North Korea's human rights abuses and enforce United Nations shipping sanctions against North Korea.

Responding to the ICBM provocation with a show of force, the US and South Korean troops on Wednesday conducted "deep strike" precision missile drills using Army Tactical Missile System (ATACMS) and the Republic of Korea's Hyunmoo Missile II.

"I think North Korea might decide it wants to talk if the US and South Korea agreed to a temporary halt to those exercises, or even just to reduce their size and scope, but if not, I'm not optimistic", Wang said. The S&P 500 declined 1.45% to end at 2,438.21, with information technology and financials leading the way lower. The Russian dollar-traded index RTS was down 1.49 percent, and ruble-traded MICEX fell 1.29 percent by midday.

Those reassurances were meant to encourage North Korea to meet at the bargaining table.

Alongside the United States, Pyongyang views its neighbors South Korea and Japan as its two other main enemies. The exploration was suspended after diplomatic protests from China.

"But North Korea has been able to evade sanctions in the past, and it's not clear to me things are going to be much different this time".

Washington wants to stop Pyongyang from developing nuclear missiles that could hit the United States.

North Korea "will make the US pay dearly for all the heinous crimes it commits against the state and people of this country", the statement said. Indeed, North Korea's response can politely be described as "defiant".

US officials have said new USA steps that would target Chinese banks and firms doing business with Pyongyang are in the works, but these have appeared to be put on hold to give Beijing time to show it is serious about enforcing new United Nations sanctions.

Vietnam and the other countries also agreed to maintain contact, enhance the efficiency of cooperative mechanisms, and coordinate to make preparations for upcoming visits by their high-ranking officials.
