North Korea threatening missile strike on Guam, report says

The U.N. Security Council on Saturday imposed its toughest round of sanctions yet against Pyongyang over its two intercontinental ballistic missile (ICBM) tests in July.

The White House praised China's move to join a unanimous U.N. Security Council resolution slapping new sanctions that could cut off about one-third of the North's roughly $3 billion in annual exports.

It bans North Korean exports of coal, iron, iron ore, lead, lead ore and seafood and prohibits countries from hiring additional North Korean labourers.

And North Korea's military responded with its own aggressive stance, saying that it is considering a missile launch aimed near the US strategic military installations in Guam, according to South Korea's Yonhap News Agency. "But if you see this as a threat, if you see this for what it is-North Korea showing its muscle-then you need to stand strong and vote with the worldwide community to strengthen sanctions on North Korea and if you choose not to, we will go our own path", she growled.

Trump hailed the vote saying in a tweet that the sanctions will have "very big financial impact", and thanked Russian Federation and China for backing a measure that either could have halted with their United Nations veto.

The Trump administration has threatened military action if necessary to stop North Korea from obtaining an intercontinental ballistic missile that can strike the US with a nuclear weapon. It has urged North Korea to halt future ballistic missile and nuclear tests, while also calling on the US and South Korea to cease military exercises.

At other times President Trump seemed to think that China could be easily induced to pressure North Korea to abandon its nuclear ambitions.

U.S. Secretary of State Rex Tillerson has skipped a dinner in the Philippines for foreign ministers that North Korea's top diplomat attended.

"It will help the DPRK (Democratic People's Republic of Korea) to make the right and smart decision", Wang told reporters, referring to the sanctions and to Ri's presence in Manila after talks with Ri.

"They're nearly going from sanctions to embargo and really trying to slam the North Korean economy", Delury said.

He insisted Pyongyang "shall not flinch even an inch from the road to bolstering up the nuclear forces chosen by ourselves, unless the hostility policy and nuclear threat of the United States against (North Korea) are fundamentally eliminated".

Induced fear of nuclear war normal reaction, say psychologists
Security Council took their actions where - these were massive sanctions. And it's really only - it's been less than a week since the U.N.

"The leaders committed to fully implement all relevant resolutions and to urge the worldwide community to do so as well".

The resolution also prevents North Korea from increasing the number of workers it sends overseas.

ASEAN's problem in agreeing the wording highlight China's growing influence at a time of uncertainty over the new US administration's policy on the South China Sea and to what extent it will contest China's assertiveness. While the North now boasts missiles it says can reach major USA cities, it is not believed to have mastered the ability to cap them with nuclear warheads, but that step may not be far off.

He declined to say what Ri had told him. Secretary of State Rex Tillerson said last week that the US was not demanding regime change and was willing to talk with Pyongyang - if the North agrees to abandon its quest for nuclear weapons.

Tillerson's remarks might be an attempt to try another tack by the United States, which also has tried to get Pyongyang's ally China to use its influence to prevent North Korean leader Kim Jong Un from building a nuclear arsenal.

Susan Thornton, acting Assistant Secretary of State East Asian and Pacific Affairs, said in Manila that China's support showed it recognized the gravity of the situation, but it was incumbent upon Beijing to ensure the sanctions were implemented.
