Sen. Murphy: Trump's Policy is to 'Do the Opposite'

Such policy characterized the U.S. approach to Cuba for decades.

Signing a new National Security Presidential Memorandum, Mr. Trump announced stricter application of the rules under which Americans can travel to Cuba.

The Cuban government argued that it would only be a retread of the past, and that the Trump administration is not in a position to lecture. And a blanket ban on US transactions with Cuba's military conglomerate would just create opportunities for European, Asian and Latin American investors to fill the gap, depriving the USA of influence and commercial opportunities.

Diplomatic relations, restored only two years ago, are to remain intact. "Officially, today, they are rejected".

Russia's statement came after Trump said on Friday he was "cancelling the last administration's completely one-sided deal with Cuba" and putting new travel and trade restrictions in place. They should impose more sanctions against Cuba.

Many recent changes to boost ties to Cuba will stay as they are, and Trump still wants to engage with Cuba in hopes of forging "a much stronger and better path".

Havana decried the "hostile rhetoric that recalls the time of open confrontation", and "return to the coercive methods of the past".

The lengthy statement went on to strike a conciliatory tone, saying Cuba wants to continue negotiations with the USA on a variety of subjects.

One of the biggest changes will focus on so-called "people-to-people" exchanges that, under Obama's policy, allowed Americans to take cultural and educational trips to Cuba.

And the United States government will police other trips to ensure travellers are pursuing a "full-time schedule of educational exchange activities".

Trump's new policy will eliminate such self-certified visits by individuals while still allowing them to be done as group tours, and also retaining some individual travel under other authorized categories such as religious, artistic and journalistic activities, officials said.

He has already pulled the United States out of a major worldwide climate treaty and is trying to scrap his predecessor's landmark healthcare programme. "Expanding U.S. commercial interests and introducing U.S. investment in Cuba should be coupled with the Cuban government's concrete and irreversible steps to ensure the democratic rights and freedoms of its people". He said Trump's policy may put US national security at risk as strategic competitors move to fill the vacuum the uncoupling could create.

This new policy aims to limit transactions with GAESA, run by Gen.Luis Alberto Rodríguez López-Callejas, Raul Castro's son-in-law.

The new policy also requires USA travelers to Cuba use certain cruise lines and airlines unassociated with Cuban military operations.

On Friday Trump ordered tighter restrictions on Americans traveling the Caribbean island and a crackdown on United States business dealings with the Cuban military.

Tourists will still be able to travel to Cuba, but it will be harder and restricted compared to the Obama policies.

"When he's cutting back on travel, he's hurting us, the Cuban entrepreneurs", said Camilo Diaz, a 44-year-old waiter in a restaurant in Havana. "We know what's going on and we remember what happened".

Trump didn't hold back anything when describing the horrors of the Communist Regime in Cuba.

But the new measures are likely to have dampening effect on U.S. nationals traveling to Cuba.

The policy clarifies that any further improvements in the United States-Cuba relationship will depend entirely on the Cuban government's willingness to improve the lives of the Cuban people.
