Cindy downgraded to tropical depression, but threat isn't over

Even as a weakening Tropical Depression Cindy moved inland over Louisiana, the effects of the storm were being felt for a third day on the Gulf Coast.

A 10-year-old boy died Wednesday in Fort Morgan, Alabama, when he was struck by a log that was being carried by a wave, the Baldwin County sheriff's office said. There were numerous reports of waterspouts and short-lived tornadoes spawned by the storm.

If you were looking forward to spending some time outside on Saturday, you might want to make alternate plans for the early part of the day as tropical depression Cindy is expected to cause thunderstorms across the NY metro region, forecasters said.

The National Weather Service estimates that anywhere from 2 to 10 inches of rain has fallen along Gulf Coast, and flooding has been reported Thursday throughout the Gulf Coast, including in New Orleans, Cameron, LA, Ocean Springs, MS, and Spanish Fort, AL.

The storm made landfall in the Gulf Coast Thursday morning, but circulation from the system is bringing moisture across the southeast United States.

Tornadoes are also possible, forecasters said, from the lower MS and Tennessee Valley regions to the central Gulf Coast.

The storm is believed to have caused at least two deaths. It moved through the Webster Parish area without much fanfare and was downgraded to a tropical depression Thursday. At 4 p.m. CT, it was moving at 10 mph with winds of about 25 mph and was about 45 miles south of Shreveport, the National Weather Service said.

The storm's maximum sustained winds had decreased to near 40 miles per hour Thursday morning with additional weakening expected, the U.S. National Hurricane Center said.

In West Virginia, forecasters warned of possible flooding, damaging wind gusts and severe thunderstorms once what remains of Cindy arrives and merges with another storm front later in the week.

"The most likely time for torrential downpours and urban flooding in the Washington, D.C., and Baltimore area is Friday night into early Saturday", according to AccuWeather Senior Meteorologist Dave Dombek.

The Mississippi coast received some of the heaviest rain. Resident and neighborhood watch organizer Erin West says people are keeping an eye out for alligators that live in nearby ponds.

By afternoon, it was over northern Louisiana, and its heavy rains had resulted in flooding and road closures in each state bordering the Gulf, from eastern Texas to northwestern Florida.

Authorities warn driving rains could still cause risky flash floods.

Heavy rain was forecast to spread over the Tennessee and OH valleys on Thursday, then move Friday and Saturday into the central Appalachians.

State offices in five regions of Louisiana remained closed Thursday.

New Orleans area residents will see the region return to the "typical summertime pattern" of scattered showers this weekend, as the former Tropical Storm Cindy pulls away from the area Friday (June 23), according to the National Weather Service.

While most of the rain from Cindy has fallen on south Alabama, everyone needs to stay weather alert as creeks, rivers and lakes start to rise. Life-threatening flash flooding may occur.
